Accountant and Office Administrator

The job description for the Accountant and Office Administrator at Bayalpata Hospital is wide-ranging in its scope of responsibilities, requiring a great degree of adaptability given the challenging circumstances in which Nyaya Health works. Bayalpata Hospital has just recently opened, and in the coming two years, Nyaya Health aims to significantly scale-up our service delivery, a goal in which the Accountant/Office Administrator will play key organizational support and coordination roles.

This person will work collaboratively with the rest of the Nyaya Health staff and volunteers, overseeing all financial matters and assisting in the logistics of daily functioning of the Hospital. This person will report directly to the Executive Director, and will also be expected to work in collaboration with the Medical Director, the clinical staff, and all other Nyaya Health staff.

Specific job responsibilities of the Office Assistant may include, but are not limited to:

1. Documentation of and record-keeping of all financial transactions per the regular business of Nyaya Health and Bayalpata Hospital, utilizing a dual paper and computer-based accounting system (e.g. receipts, vouchers, ledgers, etc.)

2. Financial reporting to the Ministry of Health and Population for all government supported health care initiatives

3. Filing and reporting of local, regional, and national taxes, including audit forms and annual and semi-annual reporting

4. Coordination of payment of all Nyaya Health staff and documentation of all remuneration, with requisite co-signatures of financial documents by Executive Director and/or Medical Director

5. Reporting of all government health statistics (HMIS, LMIS) reports (e.g. monthly, quarterly, annually) as per Ministry of Health and Population regulations

6. Regular meetings with the Executive Director, clinical staff, and all other Nyaya Health staff to ensure proper organizational lines of communication

7. Daily Hospital administrative functions (e.g. answering of phones, stenography of official Hospital letters and documents, maintaining the organization of administrative files, etc.)

8. Drafting and contributing to other related government and/or INGO/NGO reports in collaboration with other Nyaya Health staff

9. Processing orders for all Hospital supplies, including communication with vendors, supply transport companies, and the inventorying of supplies upon receipt

10. Maintaining constant tabulation of all Hospital supply stocks and processing subsequent orders for needed supplies in a timely manner so as to ensure continual supply and avoid supply stock-outs

11. Assistance with Hospital data collection, documentation, and database auditing in collaboration with clinical staff

12. Supervision of Hospital maintenance affairs, including communication and coordination of business with outside companies and laborers as necessary

Relevant personality traits for the Office Assistant should include, but are not limited to:

1. Compatibility with other Nyaya Health staff and a devotion to the philosophy and mission of Nyaya Health

2. Willingness and ability to work under frequently changing circumstances

3. Honest and trustworthy character

Relevant skill sets for the Office Assistant should include, but are not limited to:

1. Linguistic fluency in both Nepali and English (e.g. spoken, reading, and writing)

2. Proficient computer skills including typing and the usage of Microsoft Office software (e.g. Word, Excel) and fluency with e-mail and internet usage

3. Prior experience with Nepali tax code reporting, especially preferable if within Nepali government hospitals or similar institutions

4. Prior experience with financial documentation and record-keeping

5. Prior experience in a similar position requiring logistics management

Nyaya Health will discuss remuneration for this position on an applicant-by-applicant basis, and all interested applicants, regardless of background, are encouraged to apply. Remuneration will be determined after consideration of each applicant’s particular qualifications and background.

Timeline

Applications will be accepted from January 1st, 2010 and will be considered on a rolling basis until the position has been filled. The applicant should expect to start working no later than March, 2010, although earlier start dates are acceptable and preferred. Commitments of a minimum of one year are expected, but more are preferred.
